<p><i>English will follow</i></p> <p>Conformément à la Loi sur la police, le BEI a remis son rapport d’enquête sur l’événement survenu à Akulivik au Directeur des poursuites criminelles et pénales le 19 juillet 2018.&nbsp; À la suite de sa décision de ne pas porter d’accusation contre les policiers impliqués, le BEI ferme le dossier BEI-2017-025.</p> <p><strong>Résumé de l’événement</strong></p> <p>Illutak Anautak un homme de 19 ans a été atteint par balle lors d’une intervention policière du Corps de police régional Kativik le samedi 10 juin 2017.&nbsp;La trame factuelle de cet événement est relatée dans le communiqué du Directeur des poursuites criminelles et pénales.</p> <p><strong>L’enquête indépendante</strong></p> <p>Heure de l’événement&nbsp;: 08 h 05<br />Heure du signalement au BEI&nbsp;: 09 h 32<br />Déclenchement de l’enquête&nbsp;: 09 h 33</p> <p>Le BEI a déployé 8 enquêteurs qui, avec le support d’un technicien en identité judiciaire de la Sûreté du Québec, avaient la tâche de faire la lumière sur cet événement. Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 20 h 30 le 10 juin et a terminé l’examen de la scène le 11 juin vers 03 h 40.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de 19 témoins civils. Il a également analysé les faits rapportés par les 2 policiers impliqués.</p> <p>Toutes les exigences relatives au délai pour rencontrer les policiers impliqués prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file&nbsp;BEI-2017-025.</p> <p class="text-justify"><strong>Summary of the incident</strong></p> <p class="text-justify">Illutak Anautak, a 19-year-old man, was shot during a police intervention by the Kativik Regional Police Force on Saturday, June&nbsp;10,&nbsp;2017. The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>The independent investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 8:05&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;9:32&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;9:33&nbsp;a.m.</span></p></li></ul> <p class="text-justify">The BEI deployed eight investigators who, with the assistance of a forensic identification technician from the Sûreté du Québec, were tasked with shedding light on this event. During the initial deployment, the team arrived at the scene at approximately 8:30&nbsp;p.m. on June&nbsp;10 and completed the scene examination at approximately 3:40&nbsp;a.m. on June&nbsp;11.</p> <p class="text-justify">In this case, the BEI collected testimony from 19 civilian witnesses. <p><i>English will follow</i></p> <p>Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Akulivik le 10 juin 2017 au cours duquel un civil de 19 ans est décédé lors d'une intervention policière du Corps de police régional de Kativik.</p> <p>L’enquête démontre les faits suivants&nbsp;:</p> <p>Le 10 juin 2017 entre 8 h 02 et 8 h 05, deux appels ont été logés au Corps de police régional de Kativik concernant une bagarre près d’une maison du village.&nbsp; Seul au poste, le policier est allé chercher un confrère qui venait de terminer son quart de travail.&nbsp; Au même moment, un appel d’urgence est entré indiquant que dans une des maisons du village, une personne saignait abondamment. Les policiers se sont dirigés vers le secteur concerné et y ont aperçu un jeune qui agonisait dans la rue, le ventre ensanglanté.&nbsp; Les policiers ont commencé à porter secours à la personne blessée lorsqu’un civil, montrant des signes d’agressivité, s’est avancé vers eux avec un couteau de cuisine dans chaque main. Les policiers ont alors sorti leur arme de service et ont pointé le sujet, lui ordonnant de lâcher ses couteaux.&nbsp; Il a refusé d’obtempérer et s’est mis à parler devant les policiers et plusieurs témoins. Il a alors identifié sa prochaine cible. Puis, il a lancé un couteau vers un des policiers.</p> <p>Le civil s’est ensuite déplacé dans le village, toujours observé par plusieurs citoyens.&nbsp; Pendant qu’il se déplaçait, l’un des policiers a tenté de le désarmer en lui lançant son bâton télescopique, mais en vain. En se rapprochant de la maison de la personne qu’il venait d’identifier, le sujet a accéléré.&nbsp; L’un des policiers lui a alors ordonné de ne pas y aller. Le sujet a ignoré les ordres et a monté les escaliers. Les policiers ont fait feu et l’ont atteint.&nbsp; Il est entré dans la maison, aussitôt suivi des 2 policiers.&nbsp; Une fois à la cuisine, le sujet a foncé sur eux avec son couteau.&nbsp; Ils ont fait feu, l’atteignant à nouveau.&nbsp; Le sujet s’est écroulé et son décès a été constaté sur place.</p> <p>Avant l’intervention des policiers, trois membres de la famille du civil avaient été poignardés mortellement, tandis que cinq autres personnes avaient été blessées.</p> <p>Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales et au bureau du coroner le 19 juillet 2017.&nbsp; C’est sur la base de ce rapport que le <a class="dpnglossary link" href="https://www.bei.gouv.qc.ca/actualites/detail.html#DPCP" title="Directeur des poursuites criminelles et pénales">DPCP</a> déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.</p> <p>Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. Alone at the police station, the police officer went to get a colleague who had just finished his shift. At the same time, an emergency call was received indicating that a person inside one of the village homes was bleeding heavily. The police officers headed to the area and saw a young person agonizing in the street, with blood covering his abdomen. The police officers began providing assistance to the injured person when a civilian showing signs of aggression approached them holding a kitchen knife in each hand. The police officers drew their service weapons and pointed them at the individual, ordering him to drop his knives. He refused to comply and began speaking in front of the police officers and several witnesses. He then identified his next target. Then he threw a knife at one of the police officers.</p> <p class="text-justify">The civilian then moved through the village, still observed by several citizens. While he was moving, one of the police officers attempted to disarm him by throwing his telescopic baton, without success. As the individual approached the residence of the person he had just identified, he accelerated.&nbsp;One of the police officers ordered him not to go there. The individual ignored the orders and climbed the stairs. The police officers fired and struck him. He entered the residence, immediately followed by the two police officers. Once in the kitchen, the individual charged at them with his knife. They fired again, striking him again. The individual collapsed, and his death was pronounced at the scene.</p> <p class="text-justify">Prior to the police intervention, three members of the civilian’s family had been fatally stabbed, while five other individuals had been injured.</p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) and to the Bureau du Coroner on&nbsp;July&nbsp;19,&nbsp;2017.
