Les procédures judiciaires étant terminées, le BEI publie son bilan de l’enquête à la suite du communiqué du&nbsp;DPCP&nbsp;qui motive sa décision détaillée.</p> <p class="text-justify"><strong>Résumé de l’événement</strong></p> <p class="text-justify">Le 29 juin 2024, une personne a été gravement blessée lors d’une intervention impliquant le Nunavik Police Service (NPS). Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 16 h 30, le 30 juin 2024.</p> <p class="text-justify">Dans ce dossier, le BEI a recueilli le témoignage d’un témoin civil. Il a aussi analysé les faits rapportés par les policiers en relation avec l'intervention.</p> <p class="text-justify">Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers impliqués et du directeur du Service de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Le dossier d’enquête comportant les éléments de ce dernier a été remis au DPCP pour analyse et décision. Le dossier comprend les composantes suivantes :</p> <ul><li><span>Les comptes rendus des policiers du NPS exigés par le Règlement;</span></li><li><span>Le rapport d’accident du NPS ;</span></li><li><span>Les images des caméras corporelles des policiers du NPS;</span></li><li><span>Les images des caméras de surveillance de l’hôtel de ville ;</span></li><li><span>Le rapport de toxicologie du LSJML ;</span></li><li><span>Le rapport d’analyse du reconstitutionniste en collision de la Sûreté du Québec, le corps de police de soutien&nbsp;et le rapport d’inspection mécanique ;</span></li><li><span>Les rapports d’étude de la scène effectuée par le technicien en identité judiciaire du BEI ;</span></li><li><span>Toutes les notes des enquêteurs du BEI concernant le dossier.</span></li></ul> <p class="text-justify">De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec les civils impliqués et les informer de son déroulement et de sa conclusion.</p> <p class="text-justify"><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Following the DPCP’s decision not to lay charges against the police officers involved, and in the absence of any new information, the BEI is closing file BEI-240629-001.</p> <p class="text-justify">As the judicial proceedings have concluded, the BEI is releasing its summary of the investigation following the DPCP’s detailed statement explaining its decision.</p> <p class="text-justify"><strong>Summary of the incident</strong></p> <p class="text-justify">On June&nbsp;29,&nbsp;2024, a person was seriously injured during an intervention involving the Nunavik Police Service (NPS). The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>Independent investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 6:58&nbsp;p.m., June&nbsp;29,&nbsp;2024</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;9:33&nbsp;p.m., June&nbsp;29,&nbsp;2024</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;9:46&nbsp;p.m., June&nbsp;29,&nbsp;2024</span></p></li></ul> <p class="text-justify">The BEI deployed five investigators with the mandate to shed full light on this event. During the initial deployment, the team arrived on site at approximately 4:30&nbsp;p.m. on June&nbsp;30,&nbsp;2024.</p> <p class="text-justify">In this case, the BEI obtained testimony from one civilian witness. It also analyzed the information provided by the police officers in connection with the intervention.</p> <p class="text-justify">The information gathered during the investigation indicates that the obligations of the police officers involved, as well as those of the Chief of Police, as set out in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were duly respected.</p> <p class="text-justify">The investigation file, containing all elements of the case, was submitted to the DCPP for review and decision. The file includes the following components&nbsp;:</p> <ul><li><p class="text-justify"><span>Reports from NPS police officers as required by the Regulation;</span></p></li><li><p class="text-justify">The NPS accident report;</p></li><li><p class="text-justify"><span>Body camera footage from the NPS officers;</span></p></li><li><p class="text-justify"><span>Surveillance footage from the town hall;</span></p></li><li><p class="text-justify"><span>The toxicology report from the LSJML;</span></p></li><li><p class="text-justify"><span>The collision reconstruction report prepared by the Sûreté du Québec (the assisting police force), as well as the mechanical inspection report;</span></p></li><li><p class="text-justify"><span>Scene examination reports prepared by the BEI forensic identification technician;</span></p></li><li><p class="text-justify"><span>All BEI investigators’ notes related to the file.</span></p></li></ul> <p class="text-justify">In addition, the BEI appointed an investigator to serve as liaison with the civilians involved throughout the process, ensuring they were kept informed of the progress and outcome of the investigation.</p> <p class="text-justify"><i>The mission of the Bureau des enquêtes indépendantes is to shed full light on the facts surrounding police interventions. Following the DPCP’s decision not to lay charges against the police officers involved, and in the absence of any new facts, the BEI is closing file BEI-240629-001.</p> <p class="text-justify">Since charges have been laid against a civilian involved in the police intervention and the case is still before the courts, the BEI will not release any further information at this time so as not to compromise the fairness and integrity of the judicial process. Le BEI a complété son enquête sur les circonstances entourant l'intervention.&nbsp;</p> <p>Conformément à l’article 289.21 de la <i>Loi sur la police</i>, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales (DPCP) le 4 février 2025. C'est sur la base de ce rapport que le DPCP déterminera s'il y a lieu de porter des accusations contre les policiers impliqués, en fonction de son appréciation des faits analysés à la lumière du droit applicable.&nbsp;</p> <p>Le rapport soumis au DPCP par le BEI contient l’ensemble des composantes de l’enquête. On y retrouve les déclarations des témoins et des personnes impliquées, ainsi que la preuve matérielle recueillie et les expertises s’y rattachant. Ces éléments sont sensibles étant donné leur nature et soulèvent des questions de protection des renseignements personnels. Ce rapport est privilégié. The BEI has completed its investigation into the circumstances surrounding the intervention.</p> <p class="text-justify">In accordance with section&nbsp;289.3.1 of the Police Act, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) on February&nbsp;4,&nbsp;2025. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved, based on its assessment of the facts analyzed in the light of applicable law.</p> <p class="text-justify">The report submitted to the DPCP by the BEI contains all components of the investigation. It includes the statements of witnesses and individuals involved, as well as the physical evidence collected and the related expert analyses. These elements are sensitive in nature and raise issues related to the protection of personal information. The report is privileged.
