Conformément à la Loi sur la police, le BEI a remis son rapport d’enquête sur l’événement survenu à Inukjuak au Directeur des poursuites criminelles et pénales le 12 février 2026. À la suite de la décision du DPCP de ne pas porter d’accusation contre les policiers impliqués, et en l’absence de faits nouveaux, le BEI clôt le dossier BEI-250717-001.

Résumé de l’événement

Le 17 juillet 2025, une personne est décédée lors d'une intervention impliquant du Nunavik Police Service (NPS). La trame factuelle de cet événement est relatée dans le communiqué du Directeur des poursuites criminelles et pénales.

L’enquête indépendante

Le BEI a déployé six enquêteurs qui avaient la tâche de faire la lumière sur cet événement. Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 15 h 30, le 18 juillet 2025.

Dans ce dossier, le BEI a recueilli le témoignage de trois témoins civils. Il a aussi analysé les faits rapportés par les policiers en relation avec l'intervention.

Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers impliqués et du directeur du Service de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.

Le dossier d’enquête comportant les éléments de ce dernier a été remis au DPCP pour analyse et décision. Le dossier comprend les composantes suivantes :

• Les comptes rendus des policiers témoins du NPS exigés par le Règlement ;
• Les documents du NPS concernant l’événement tels que le Daily activity report et le Photo report
• Les images des caméras corporelles des policiers du NPS ;
• Les enregistrements des appels 911, des ondes radio et la carte d’appel du NPS ;
• Les différents rapports d’expertises, notamment du service de toxicologie, de balistique et de pathologie du LSJML ;
• Le rapport des techniciens en identité judiciaire de la Sûreté du Québec, corps de police de soutien, qui a effectué la scène et les notes de l’enquêteur de scène du BEI ;
• Toutes les notes des enquêteurs du BEI concernant le dossier.

De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec la famille du civil impliqué et l’informer de son déroulement et de sa conclusion.

Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Le BEI enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.

Independent investigation into the incident that occurred in Inukjuak on July 17, 2025: Summary of the BEI investigation

In accordance with the Loi sur la police, the BEI submitted its investigation report regarding the incident in Inukjuak to the Directeur des poursuites criminelles et pénales (DPCP) on February 12, 2026. Following the DPCP’s decision not to lay charges against the police officers involved, and in the absence of new facts, the BEI is closing file BEI-250717-001.

Event Summary

On July 17, 2025, an individual died during an intervention involving the Nunavik Police Service (NPS). The factual details of this event are outlined in the statement issued by the DPCP.

The Independent Investigation

• Time of event: 8:18 p.m., July 17, 2025

• Time reported to the BEI: 9:39 p.m., July 17, 2025

• Investigation initiated: 10:30 p.m., July 17, 2025

The BEI deployed six investigators tasked with shedding light on this event. As part of the initial deployment, the team arrived at the scene around 3:30 p.m. on July 18, 2025.

In this case, the BEI collected statements from three civilian witnesses. It also analyzed the facts reported by the police officers regarding the intervention.

Information obtained during the investigation leads to the conclusion that the obligations of the involved police officers and the director of the police service concerned as set out in the Regulation respecting the conduct of investigations by the Bureau des enquêtes indépendantes were met.

The investigation file, containing all relevant evidence, has been submitted to the DPCP for analysis and a decision. The file includes the following components:

• Accounts from NPS witness police as required by the Regulation.

• NPS documents regarding the event, such as the daily activity report and photo report.

• Body-worn camera footage from NPS officers.

• Recordings of 911 calls and radio transmissions, as well as the NPS call log.

• Various expert reports, notably from the LSJML toxicology, ballistics, and pathology departments.

• The report from the forensic identification technicians of the Sûreté du Québec—a supporting police service—who processed the scene, as well as the notes from the BEI scene investigator.

• All notes from the BEI investigators regarding the case.

In addition, the BEI had assigned an investigator to act as a liaison with the family of the civilian involved throughout the investigation and to keep them informed of its progress and conclusion.

The mandate of the Bureau des enquêtes indépendantes (BEI) is to fully shed light on the facts surrounding the police intervention. The BEI investigates all cases where a person—other than an on-duty police officer—dies, sustains a serious injury, or is injured by a firearm used by a police officer during a police intervention or while in the custody of a police service.
