Le 4 novembre 2024 vers 7 h 12, le BEI a déclenché une enquête indépendante sur les circonstances d’une intervention impliquant le Service de police du Nunavik.

Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit : 

• Le 4 novembre 2024 vers 4 h 10, un appel aurait été effectué au 911 pour une personne qui aurait tenté de conduire avec les facultés affaiblies ;

• Un duo de policiers serait arrivé sur les lieux quelques minutes plus tard et il y aurait eu une altercation physique entre les policiers et deux personnes ;

• Les policiers auraient utilisé l’arme à impulsion électrique (AIE) et du poivre de cayenne pour maîtriser les personnes sans succès ;

• Un policier aurait alors fait feu en direction d’une des personnes qui auraient été blessées par tir policier ;

• L’altercation se serait poursuivie avec la deuxième personne ;

• Le policier aurait fait feu en direction de la deuxième personne qui aurait alors été blessée par tir policier ;

• Les premiers soins auraient été prodigués aux personnes par les policiers sur place jusqu’à l’arrivée des premiers répondants ;

• Une personne aurait été transportée dans un centre hospitalier où son décès a été constaté ;

• La deuxième personne aurait été transportée en centre hospitalier où son état serait jugé stable.

Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Le BEI enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.

Cinq enquêteurs du BEI ont été chargés d’enquêter sur les circonstances entourant l’intervention. 

Vu les circonstances de l’événement, les services de soutien d’un corps de police ont été requis, soit la Sûreté du Québec.

Une enquête criminelle parallèle concernant les événements survenus a été confiée à la Sûreté du Québec.

The BEI announces the launch of an investigation in Salluit on November 4, 2024

On November 4, 2024, at around 7:12 a.m., the BEI launched an independent investigation into the circumstances surrounding an intervention involving the Nunavik Police Service.

Preliminary information provided to the BEI suggests the following :

• On November 4, 2024, at around 4:10 a.m., a 911 call was made regarding a person allegedly attempting to drive while impaired;

• A duo of police officers reportedly arrived on the scene a few minutes later, and a physical altercation reportedly occurred between the police officers and two individuals;

• The police officers are said to have used a conducted energy weapons (CEWs) and pepper spray in an attempt to subdue the individuals, without success;

• One police officer then reportedly fired in the direction of one of the individuals, who was struck by police gunfire;

• The altercation allegedly continued with the second individual;

• The police officer reportedly fired in the direction of the second individual, who was also struck by police gunfire;

• The police officers on scene reportedly provided first aid to the individuals until first responders arrived;

• A person was allegedly transported to a hospital, where he was pronounced dead;

• The second person was transported to a hospital, where their condition was reported as stable.

The mission of the Bureau des enquêtes indépendantes is to shed full light on the facts surrounding police interventions. The BEI conducts investigations in all cases where a person other than an on-duty police officer dies, suffers a serious injury, or is wounded by a firearm discharged by a police officer during an intervention or while in police custody.

Five BEI investigators have been assigned to investigate the circumstances surrounding the intervention.

Given the circumstances of the event, the support services of a police force — namely, the Sûreté du Québec — were requested.

A parallel criminal investigation into the events that occurred has been assigned to the Sûreté du Québec.
