Lors du déploiement, l’équipe est arrivée sur les lieux vers 23 h 20 le 13 août 2020 et a terminé l’examen de la scène vers 01 h 50 le 14 août 2020.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de sept témoins civils, incluant des ambulanciers et la personne blessée. Il a également analysé les faits rapportés par les deux policiers impliqués et le policier autre directement lié à l’événement. &nbsp;</p> <p>Toutes les exigences relatives au délai pour rencontrer les policiers impliqués prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file BEI-2020-031.</p> <p class="text-justify"><strong>Summary of the event</strong></p> <p class="text-justify">A 22-year-old man was seriously injured during a police intervention by the Kativik Regional Police Force on Thursday, August&nbsp;13,&nbsp;2020. The factual sequence of events is outlined in the <a href="https://www.quebec.ca/nouvelles/actualites/details/le-dpcp-annonce-quil-ne-portera-pas-daccusation-dans-le-dossier-de-lenquete-independante-instituee-a-la-suite-de-levenement-survenu-le-13-aout-2020-a-kangiqsualujjuaq-lors-duquel-un-homme-a-ete-blesse-31300">press release issued by the DPCP.</a></p> <p class="text-justify"><strong>Independent investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 9:30&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;10:25&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;11:00&nbsp;a.m.</span></p></li></ul> <p class="text-justify">The BEI deployed five investigators who were tasked with shedding light on the event. Upon deployment, the team arrived on the scene at around 11:20&nbsp;p.m. on August&nbsp;13,&nbsp;2020, and completed the scene examination at around 1:50&nbsp;a.m. on August&nbsp;14,&nbsp;2020.</p> <p class="text-justify">In this case, the BEI gathered testimony from seven civilian witnesses, including paramedics and the injured person. It also analyzed the facts reported by the two police officers involved, as well as another officer directly connected to the event.</p> <p class="text-justify">All requirements regarding the timeline for meeting with the involved police officers, as set out in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were met. In this case, there were no police witnesses within the meaning of the Regulation.</p> <p class="text-justify">Information obtained during the investigation allows the BEI to conclude that the obligations of the involved police officers and of the director of the police force, as prescribed in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were respected.</p> <p class="text-justify">The contents of all interviews were submitted to the DPCP.</p> <p class="text-justify">The BEI investigation report included, in particular&nbsp;:</p> <ul><li><p class="text-justify">The reports from the police officers involved, required by the Regulation</p></li><li><p class="text-justify">Reports from the Kativik Regional Police Force concerning the event</p></li><li><p class="text-justify">Relevant personal information regarding the civilian involved</p></li><li><p class="text-justify">Scene analysis reports</p></li><li><p class="text-justify">Control and tracking reports for seized items</p></li><li><p class="text-justify"><span>All BEI investigators’ notes related to the file.</span></p></li></ul> <p class="text-justify">In addition, the BEI appointed an investigator to serve as liaison with the civilians involved throughout the process, ensuring they were kept informed of the progress and outcome of the investigation.</p> <p class="text-justify"><i>The mission of the Bureau des enquêtes indépendantes (BEI) is to shed full light on the facts surrounding police interventions. <p><i>English will follow</i></p> <p>Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Kangiqsualujjuaq le 13 août 2020 au cours duquel un civil de 22 ans a été blessé gravement lors d’une &nbsp;intervention policière du Corps de police régional de Kativik (CPRK).</p> <p>L’enquête démontre les faits suivants&nbsp;:</p> <p>Un policier du CPRK se rend dans une résidence, le 13 août 2020 vers 09 h 20, afin de procéder à l’arrestation d’un homme recherché par la police. L’homme est mis en état d’arrestation et transporté dans un véhicule patrouille vers le poste de police.<br />Rendu à destination, alors qu’il sort du véhicule, l’homme s’inflige une blessure grave dans le cou avec un couteau. Le policier réussit à désarmer l’homme, puis, aidé d’un de ses collègues, lui prodigue immédiatement les premiers soins. L’homme est ensuite transporté dans un dispensaire, puis dans un centre hospitalier, afin d’y recevoir des soins.<br /><br />Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales le 16 décembre 2020.&nbsp; C’est sur la base de ce rapport que le DPCP déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.</p> <p>Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. Conséquemment, aucune autre information sur les faits ou sur l’enquête ne sera divulguée par le BEI.</p> <p><i>Le Bureau des enquêtes indépendantes a pour mission de faire enquête dans tous les cas où une personne, autre qu’un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d’une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify"><strong>Independent investigation concerning the event in Kangiqsualujjuaq that occurred on August&nbsp;13,&nbsp;2020&nbsp;: the BEI submits its investigation report to the Directeur des poursuites criminelles et pénales</strong></p> <p class="text-justify">The BEI has completed its independent investigation into the circumstances surrounding an event that occurred in Kangiqsualujjuaq on August&nbsp;13,&nbsp;2020, during which a 22-year-old civilian was seriously injured during a police intervention by the Kativik Regional Police Force (KRPF).</p> <p class="text-justify">The investigation shows the following facts&nbsp;:</p> <p class="text-justify">A KRPF police officer went to a residence on August&nbsp;13,&nbsp;2020, at around 9:20&nbsp;a.m. to arrest a man who was wanted by the police. The man was placed under arrest and transported in a patrol vehicle to the police&nbsp;station.</p> <p class="text-justify">Upon arrival, as he was exiting the vehicle, the man inflicted a serious neck injury on himself with a knife. The police officer managed to disarm him and, with the assistance of a colleague, immediately provided first aid. The man was then transported to a clinic and subsequently to a hospital to receive medical treatment.</p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) on December&nbsp;16,&nbsp;2020. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved.</p> <p class="text-justify">It should be noted that the report produced by the BEI is not public, as it contains sensitive and personal information, statements from the individuals involved and witnesses, as well as evidence.
