Lors du déploiement initial, l’équipe est arrivée sur les lieux vers&nbsp;19 h&nbsp;10, le&nbsp;6 juillet 2019.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage&nbsp;de 21&nbsp;témoins civils. During the initial deployment, the team arrived at the scene at approximately 7:10&nbsp;PM on July&nbsp;6,&nbsp;2019.</p> <p class="text-justify">In this case, the BEI gathered the testimony of 21&nbsp;civilian witnesses. <p><i>English will follow</i></p> <p>Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Salluit le 5 juillet 2019 au cours duquel un civil de 48 ans est décédé lors d'une intervention policière du Corps de police régional de Kativik (KRPF).</p> <p>L’enquête démontre les faits suivants :</p> <p>Le 5 juillet 2019, vers 22h30, plusieurs appels sont faits au KRPF concernant une bagarre impliquant plusieurs personnes dans une résidence de Salluit. Deux policiers se présentent sur place et aperçoivent quelqu’un devant la maison, qui traine par les jambes un homme qui semble inconscient et saigne abondamment à la tête. Les policiers quittent leur véhicule rapidement pour intercepter l’agresseur et le maîtriser.<br />Alors qu’ils tentent de menotter l’agresseur, le véhicule des policiers se met à avancer lentement, de façon autonome, et roule sur le dos de la victime, qui est toujours étendue au sol, sur le ventre.<br />Les policiers portent assistance à l’homme, qui est ensuite transporté au centre de santé. Two police officers arrived on the scene and saw a person in front of the house dragging a man by his legs who appeared unconscious and was bleeding heavily from the head. The officers quickly exited their vehicle to intercept the assailant and restrain him.</p> <p class="text-justify">While attempting to handcuff the assailant, the police vehicle began moving slowly on its own and ran over the back of the victim, who was still lying face down on the ground.</p> <p class="text-justify">The officers assisted the man, who was then transported to the health center. After several resuscitation attempts, the death of Sandy Alaku was confirmed at 11:45&nbsp;p.m.</p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its report to the Directeur des poursuites criminelles et pénales and the Bureau du Coroner on March&nbsp;2,&nbsp;2020.
