<p><i>English will follow</i></p> <p>Conformément à la Loi sur la police, le BEI a remis son rapport d’enquête sur l’événement survenu à Kuujjuaq au Directeur des poursuites criminelles et pénales le 21 février 2019.&nbsp; À la suite de sa décision de ne pas porter d’accusation contre les policiers impliqués, le BEI ferme le dossier BEI-2018-010.</p> <p><strong>Résumé de l’événement</strong></p> <p>Une civile d’âge mineur a été blessée gravement lors d’une intervention policière du Corps de police régional de Kativik le mercredi 25 avril 2018.&nbsp;La trame factuelle de cet événement est relatée dans le communiqué du Directeur des poursuites criminelles et pénales.</p> <p><strong>L’enquête indépendante</strong></p> <p>Heure de l’événement&nbsp;: 01h00<br />Heure du signalement au BEI&nbsp;: 02h52<br />Déclenchement de l’enquête&nbsp;: 04h00</p> <p>Le BEI a déployé 6 enquêteurs qui, avec le support d’un expert en reconstitution de collision de la Sûreté du Québec, avaient la tâche de faire la lumière sur cet événement. Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 16h00 le 25 avril 2018 et a terminé l’examen de la scène vers 23h50.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de huit témoins civils, incluant la personne blessée. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file BEI-2018-010.</p> <p class="text-justify"><strong>Summary of the incident</strong></p> <p class="text-justify">A minor civilian was seriously injured during a police intervention by the Kativik Regional Police Force on Wednesday, April&nbsp;25,&nbsp;2018. The factual sequence of events is outlined in the press release issued by the DPCP.</p> <p class="text-justify"><strong>Independent Investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 1:00&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;2:52&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;4:00&nbsp;a.m.</span></p></li></ul> <p class="text-justify">The BEI deployed six investigators who, with the assistance of a collision reconstruction expert from the Sûreté du Québec, were tasked with shedding light on this event. During the initial deployment, the team arrived at the scene at approximately 4:00&nbsp;p.m. on April&nbsp;25,&nbsp;2018, and completed the examination of the scene at approximately 11:50&nbsp;p.m.</p> <p class="text-justify">In this case, the BEI collected testimony from eight civilian witnesses, including the injured person. <p><i>English will follow</i></p> <p>Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Kuujjuaq le 25 avril 2018 au cours duquel une civile d’âge mineur a été blessée gravement lors d'une intervention policière du Corps de police régional Kativik.&nbsp;</p> <p>L’enquête démontre les faits suivants&nbsp;:</p> <p>Vers 01 h 00, deux policiers effectuent une patrouille régulière dans le village. Le véhicule circule sur une rue qui comporte une courbe prononcée. Ils aperçoivent un véhicule tout terrain (VTT) qui roule en sens contraire et se dirige vers eux.&nbsp; Pour tenter de l’éviter, le policier donne un coup de volant vers la droite.&nbsp; Le VTT entre en collision avec la voiture patrouille, au niveau des deux portières, côté conducteur.</p> <p>Après avoir immobilisé la voiture patrouille, les policiers et d’autres personnes portent assistance aux trois passagères du VTT.&nbsp; Les premiers répondants sont appelés parce qu’une des occupantes est gravement blessée.&nbsp; Elle est alors transférée dans un hôpital de Montréal.</p> <p>Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales le 21 février 2019.&nbsp; C’est sur la base de ce rapport que le <a class="dpnglossary link" href="https://www.bei.gouv.qc.ca/actualites/detail.html#DPCP" title="Directeur des poursuites criminelles et pénales">DPCP</a> déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.</p> <p>Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. The patrol vehicle was travelling on a street with a sharp curve. They observed an all-terrain vehicle (ATV) travelling in the opposite direction toward them. In an attempt to avoid it, the police officer turned the steering wheel sharply to the right. The ATV collided with the patrol vehicle, striking both doors on the driver’s side.</p> <p class="text-justify">After immobilizing the patrol vehicle, the police officers and other individuals assisted the three passengers on the ATV. First responders were called because one of the occupants was seriously injured. She was subsequently transported to a hospital in Montréal.</p>
