À la suite de la décision du DPCP de ne pas porter d’accusation contre les policiers impliqués, et en l’absence de faits nouveaux, le BEI clôt le dossier BEI-240629-001. Les procédures judiciaires étant terminées, le BEI publie son bilan de l’enquête à la suite du communiqué du&nbsp;DPCP&nbsp;qui motive sa décision détaillée.</p> <p class="text-justify"><strong>Résumé de l’événement</strong></p> <p class="text-justify">Le 29 juin 2024, une personne a été gravement blessée lors d’une intervention impliquant le Nunavik Police Service (NPS). Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 16 h 30, le 30 juin 2024.</p> <p class="text-justify">Dans ce dossier, le BEI a recueilli le témoignage d’un témoin civil. Il a aussi analysé les faits rapportés par les policiers en relation avec l'intervention.</p> <p class="text-justify">Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers impliqués et du directeur du Service de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Le dossier d’enquête comportant les éléments de ce dernier a été remis au DPCP pour analyse et décision. Le dossier comprend les composantes suivantes :</p> <ul><li><span>Les comptes rendus des policiers du NPS exigés par le Règlement;</span></li><li><span>Le rapport d’accident du NPS ;</span></li><li><span>Les images des caméras corporelles des policiers du NPS;</span></li><li><span>Les images des caméras de surveillance de l’hôtel de ville ;</span></li><li><span>Le rapport de toxicologie du LSJML ;</span></li><li><span>Le rapport d’analyse du reconstitutionniste en collision de la Sûreté du Québec, le corps de police de soutien&nbsp;et le rapport d’inspection mécanique ;</span></li><li><span>Les rapports d’étude de la scène effectuée par le technicien en identité judiciaire du BEI ;</span></li><li><span>Toutes les notes des enquêteurs du BEI concernant le dossier.</span></li></ul> <p class="text-justify">De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec les civils impliqués et les informer de son déroulement et de sa conclusion.</p> <p class="text-justify"><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Le BEI enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify"><strong>Independent investigation into the incident that occurred in Kangirsuk on June&nbsp;29,&nbsp;2024&nbsp;:&nbsp;Summary of the BEI investigation process</strong></p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its investigation report on the incident that occurred in Kangirsuk to the Directeur des poursuites criminelles et pénales on February&nbsp;4,&nbsp;2025. Following the DPCP’s decision not to lay charges against the police officers involved, and in the absence of any new information, the BEI is closing file BEI-240629-001.</p> <p class="text-justify">As the judicial proceedings have concluded, the BEI is releasing its summary of the investigation following the DPCP’s detailed statement explaining its decision.</p> <p class="text-justify"><strong>Summary of the incident</strong></p> <p class="text-justify">On June&nbsp;29,&nbsp;2024, a person was seriously injured during an intervention involving the Nunavik Police Service (NPS). During the initial deployment, the team arrived on site at approximately 4:30&nbsp;p.m. on June&nbsp;30,&nbsp;2024.</p> <p class="text-justify">In this case, the BEI obtained testimony from one civilian witness. It also analyzed the information provided by the police officers in connection with the intervention.</p> <p class="text-justify">The information gathered during the investigation indicates that the obligations of the police officers involved, as well as those of the Chief of Police, as set out in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were duly respected.</p> <p class="text-justify">The investigation file, containing all elements of the case, was submitted to the DCPP for review and decision. The file includes the following components&nbsp;:</p> <ul><li><p class="text-justify"><span>Reports from NPS police officers as required by the Regulation;</span></p></li><li><p class="text-justify">The NPS accident report;</p></li><li><p class="text-justify"><span>Body camera footage from the NPS officers;</span></p></li><li><p class="text-justify"><span>Surveillance footage from the town hall;</span></p></li><li><p class="text-justify"><span>The toxicology report from the LSJML;</span></p></li><li><p class="text-justify"><span>The collision reconstruction report prepared by the Sûreté du Québec (the assisting police force), as well as the mechanical inspection report;</span></p></li><li><p class="text-justify"><span>Scene examination reports prepared by the BEI forensic identification technician;</span></p></li><li><p class="text-justify"><span>All BEI investigators’ notes related to the file.</span></p></li></ul> <p class="text-justify">In addition, the BEI appointed an investigator to serve as liaison with the civilians involved throughout the process, ensuring they were kept informed of the progress and outcome of the investigation.</p> <p class="text-justify"><i>The mission of the Bureau des enquêtes indépendantes is to shed full light on the facts surrounding police interventions. <p><i>English will follow&nbsp;</i></p> <p>Le 29 juin 2024 vers 21h46, le BEI a déclenché une enquête indépendante sur les circonstances d’une intervention impliquant le corps de police régional de Kativik.</p> <p>Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:</p> <p>· Le 29 juin 2024 vers 18h58, un appel aurait été reçu en lien avec des individus perturbateurs;</p> <p>· À l’arrivée des agents, les individus auraient pris place sur un véhicule tout terrain (VTT) et ils auraient quitté les lieux;</p> <p>· Les agents auraient tenté d’intercepter le conducteur du VTT, mais ce dernier n’aurait pas obtempéré et il aurait continué sa route;</p> <p>· Le conducteur du VTT auraient perdu le contrôle du véhicule tout terrain;</p> <p>· Le passager du VTT auraient été transféré à l’hôpital et il aurait été gravement blessé;</p> <p>· Le conducteur du VTT n’aurait eu aucune blessure grave;</p> <p><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière.
