Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Inukjuak le 28 août 2020 au cours duquel un civil de 45 ans est décédé pendant sa détention par le Corps régional de police Kativik (CPRK).
L’enquête démontre les faits suivants :
Le 28 août 2020, vers 14h25, un policier du CPRK reçoit un appel concernant un homme intoxiqué qui est tombé au sol, en face d’un immeuble. Le policier se rend sur les lieux et localise l’homme gisant au sol. Le policier transporte l’homme au poste de police d’Inukjuak.
Une fois rendus au poste, vers 14h48, deux agents transportent l’homme à l’intérieur du poste de police. L’homme est fouillé et placé en position latérale de sécurité dans une cellule. Un agent vérifie ensuite ses signes vitaux.
Vers 16h40, lors d’une ronde de vérification, le gardien de la détention mentionne aux agents qu’il ne voit plus respirer l’homme. Un agent déverrouille la cellule et après avoir pris les signes vitaux, il débute les manœuvres de réanimation. Un autre agent contacte le CLSC pour l’envoi des premiers répondants et pour aviser l’infirmière de garde.
Quelques minutes plus tard, les premiers répondants arrivent au poste. L’homme est pris en charge par ces derniers et transporté à la station des infirmières d’Inuulitsivik. Les manœuvres de réanimation se poursuivent tout au long du transport ainsi qu’à l’hôpital. Le décès de l’homme est constaté à 18h18.
Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales et au Bureau du coroner le 25 mars 2021. C’est sur la base de ce rapport que le DPCP déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.
Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. Conséquemment, aucune autre information sur les faits ou sur l’enquête ne sera divulguée par le BEI.
Le Bureau des enquêtes indépendantes a pour mission de faire enquête dans tous les cas où une personne, autre qu’un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d’une intervention policière ou durant sa détention par un corps de police.
Independent investigation concerning the event in Inukjuak that occurred on August 28, 2020 : the BEI submits its investigation report to the Directeur des poursuites criminelles et pénales
The BEI has completed its independent investigation into the circumstances surrounding an incident in Inukjuak on August 28, 2020, during which a 45-year-old civilian died while in the custody of the Kativik Regional Police Force (KRPF).
The investigation found the following facts :
On August 28, 2020, at approximately 2:25 p.m., a KRPF police officer received a call regarding an intoxicated man who had fallen to the ground in front of a building. The police officer arrived at the scene and located the man lying on the ground. The police officer then transported the man to the Inukjuak police station.
Upon arrival at the station, around 2:48 p.m., two officers escorted the man inside the police station. He was searched and placed in a recovery position in a cell. A police officer then checked his vital signs.
At approximately 4:40 p.m., during a routine check, the detention officer reported to the other officers that the man was no longer breathing. An officer unlocked the cell, checked his vital signs, and began resuscitation procedures. Another officer contacted the CLSC to dispatch first responders and inform the on-duty nurse.
A few minutes later, first responders arrived at the station. The man was taken over by the responders and transported to the Inuulitsivik nursing station. Resuscitation efforts continued throughout the transport and at the hospital. The man was pronounced dead at 6:18 p.m.
In accordance with the Police Act, the BEI submitted its report to the Directeur des poursuites criminelles et pénales and the Bureau du Coroner on March 25, 2021. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved.
It should be noted that the report produced by the BEI is not public, as it contains sensitive and personal information, statements from the individuals involved and witnesses, as well as evidence. Consequently, no further information regarding the facts or the investigation will be disclosed by the BEI.
The mission of the Bureau des enquêtes indépendantes is to fully shed light on the facts surrounding police interventions. The BEI investigates all cases in which a person other than an on-duty police officer dies, suffers a serious injury, or is injured by a firearm discharged by a police officer during a police intervention or while in police custody.
