Lors du déploiement initial, l’équipe est arrivée sur les lieux vers&nbsp;12 h 35 le 29 août.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de&nbsp;12 témoins civils, dont&nbsp;un premier répondant. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file BEI-2020-032.</p> <p class="text-justify"><strong>Summary of the Incident</strong></p> <p class="text-justify">A 45-year-old man died while in custody of the Kativik Regional Police Force (KRPF) on Friday,&nbsp;August&nbsp;28,&nbsp;2020. The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>Independent Investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 4:40&nbsp;PM, August&nbsp;28</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;6:02&nbsp;PM, August&nbsp;28</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;7:15&nbsp;PM, August&nbsp;28</span></p></li></ul> <p class="text-justify">The BEI deployed five investigators who, supported by a forensic identification technician from the Sûreté du Québec (SQ), were tasked with shedding light on this event. During the initial deployment, the team arrived on site around 12:35&nbsp;p.m. on August&nbsp;29.</p> <p class="text-justify">In this case, the BEI collected testimony from twelve&nbsp;civilian witnesses, including a first responder. <p><i>English will follow&nbsp;</i></p> <p>Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Inukjuak le 28 août 2020 au cours duquel un civil de 45 ans est décédé pendant sa détention par le Corps régional de police Kativik (CPRK).</p> <p>L’enquête démontre les faits suivants&nbsp;:</p> <p>Le 28 août 2020, vers 14h25, un policier du CPRK reçoit un appel concernant un homme intoxiqué qui est tombé au sol, en face d’un immeuble. Le policier se rend sur les lieux et localise l’homme gisant au sol. Le policier transporte l’homme au poste de police d’Inukjuak.</p> <p>Une fois rendus au poste, vers 14h48, deux agents transportent l’homme à l’intérieur du poste de police. L’homme est fouillé et placé en position latérale de sécurité dans une cellule. Un agent vérifie ensuite ses signes vitaux.</p> <p>Vers 16h40, lors d’une ronde de vérification, le gardien de la détention mentionne aux agents qu’il ne voit plus respirer l’homme. Un agent déverrouille la cellule et après avoir pris les signes vitaux, il débute les manœuvres de réanimation. Un autre agent contacte le CLSC pour l’envoi des premiers répondants et pour aviser l’infirmière de garde.</p> <p>Quelques minutes plus tard, les premiers répondants arrivent au poste. L’homme est pris en charge par ces derniers et transporté à la station des infirmières d’Inuulitsivik. Les manœuvres de réanimation se poursuivent tout au long du transport ainsi qu’à l’hôpital. Le décès de l’homme est constaté à 18h18.</p> <p><br />Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales et au Bureau du coroner le 25 mars 2021.&nbsp; C’est sur la base de ce rapport que le DPCP déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.</p> <p>Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. The police officer arrived at the scene and located the man lying on the ground. The police officer then transported the man to the Inukjuak police station.</p> <p class="text-justify">Upon arrival at the station, around&nbsp;2:48&nbsp;p.m., two officers escorted the man inside the police station. He was searched and placed in a recovery position in a cell. A police officer then checked his vital signs.</p> <p class="text-justify">At approximately 4:40&nbsp;p.m., during a routine check, the detention officer reported to the other officers that the man was no longer breathing. An officer unlocked the cell, checked his vital signs, and began resuscitation procedures. Another officer contacted the CLSC to dispatch first responders and inform the on-duty nurse.</p> <p class="text-justify">A few minutes later, first responders arrived at the station. The man was taken over by the responders and transported to the Inuulitsivik nursing station. Resuscitation efforts continued throughout the transport and at the hospital. The man was pronounced dead at 6:18&nbsp;p.m.</p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its report to the Directeur des poursuites criminelles et pénales and the Bureau du Coroner on March&nbsp;25,&nbsp;2021. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved.</p> <p class="text-justify">It should be noted that the report produced by the BEI is not public, as it contains sensitive and personal information, statements from the individuals involved and witnesses, as well as evidence.
