<p><i>English will follow</i></p> <p>Conformément à la Loi sur la police, le BEI a remis son rapport d’enquête sur l’événement survenu à Umiujaq au Directeur des poursuites criminelles et pénales le 16 octobre 2018.&nbsp; À la suite de sa décision de ne pas porter d’accusation contre les policiers impliqués, le BEI ferme le dossier BEI-2017-048.</p> <p><strong>Résumé de l’événement</strong></p> <p>David Sappa, un homme de 22 ans, est décédé lors d’une intervention policière du Corps de police régional de Kativik le vendredi 28 décembre 2017.&nbsp;La trame factuelle de cet événement est relatée dans le communiqué du Directeur des poursuites criminelles et pénales.</p> <p><strong>L’enquête indépendante</strong></p> <p>Heure de l’événement&nbsp;: 16 h 00<br />Heure du signalement au BEI&nbsp;: 16 h 56<br />Déclenchement de l’enquête&nbsp;: 17 h 00</p> <p>Le BEI a déployé 7 enquêteurs qui, avec le support de 1 technicien en identité judiciaire de la Sûreté du Québec, avaient la tâche de faire la lumière sur cet événement. Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 12 h 30 le 29 décembre et a terminé l’examen de la scène vers 18 h 15.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de 14 témoins civils, incluant les premiers répondants. Il a également analysé les faits rapportés par les 3 policiers impliqués.&nbsp;</p> <p>Toutes les exigences relatives au délai pour rencontrer les policiers impliqués prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file BEI-2017-048.</p> <p class="text-justify"><strong>Summary of the Event</strong></p> <p class="text-justify">David Sappa, a 22-year-old man, died during a police intervention involving the Kativik Regional Police Force on Friday, December&nbsp;28,&nbsp;2017. The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>The independent investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 4:00&nbsp;p.m.</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;4:56&nbsp;p.m.</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;5:00&nbsp;p.m.</span></p></li></ul> <p class="text-justify">The BEI deployed seven investigators who, with the assistance of a forensic identification technician from the Sûreté du Québec, were tasked with shedding light on this event. During the initial deployment, the team arrived at the scene around 12:30&nbsp;p.m. on December&nbsp;29 and completed the scene examination at approximately&nbsp;6:15&nbsp;p.m.</p> <p class="text-justify">In this case, the BEI collected testimony from 14&nbsp;civilian witnesses, including first responders. <p><i>English will follow</i></p> <p>Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Umiujaq le 28 décembre 2017 au cours duquel un civil de 22 ans est décédé lors d'une intervention policière du Corps de police régional de Kativik (KRPF).&nbsp;</p> <p>L’enquête démontre les faits suivants&nbsp;:</p> <p>Un peu après 14 h le 28 décembre 2017, deux policiers du KRPF effectuent des recherches dans le village d’Umuijaq pour localiser David Sappa, un homme visé par des mandats d’arrestation. Ils localisent l’homme dans la maison d’une connaissance, l’informent de la situation et lui demandent de les suivre.</p> <p>Suite au refus de l’homme, un policier se dirige vers le poste pour se procurer un mandat d’entrée. L’autre policier reste sur les lieux en surveillance. Vers 14 h 33, l’homme visé par le mandat sort de la résidence avec un couteau dans chaque main. Le policier signale la situation et est rejoint par deux autres policiers. L’homme entreprend une longue marche à travers la communauté pendant laquelle il menacera à plusieurs reprises les policiers qui le suivent et des civils sur place.</p> <p>À plusieurs reprises, l’homme, toujours armé de ses couteaux, avance vers les policiers qui reculent pour garder une distance. Vers 16 h 18, l’homme fonce en courant vers les policiers qui ouvrent le feu. David Sappa est atteint et transporté au dispensaire où son décès sera constaté peu après.</p> <p>Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales et au Bureau du coroner le 16 octobre 2018.&nbsp; C’est sur la base de ce rapport que le <a class="dpnglossary link" href="https://www.bei.gouv.qc.ca/actualites/detail.html#DPCP" title="Directeur des poursuites criminelles et pénales">DPCP</a> déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.</p> <p>Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. They locate the man in the home of an acquaintance, inform him of the situation, and ask him to accompany them.</p> <p class="text-justify">Following the man’s refusal, one officer heads to the police station to obtain an entry warrant. The other police officer remains at the scene to keep watch. Around&nbsp;2:33&nbsp;p.m., the man named in the warrant exits the residence holding a knife in each hand. The police officer reports the situation and is joined by two other police officers. The man then begins a long walk through the community during which he repeatedly threatens the police officers who follow him, as well as civilians on site.</p> <p class="text-justify">On several occasions, the man, still armed with the knives, moves toward the police officers, who back away to maintain distance. Around 4:18&nbsp;p.m., the man runs toward the police officers, who then open fire. David Sappa is struck and transported to the medical clinic, where his death is pronounced shortly thereafter.</p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) and to the Bureau du Coroner on October&nbsp;16,&nbsp;2018. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved.</p> <p class="text-justify">It should be noted that the report produced by the BEI is not public, as it contains sensitive and identifying information, statements from the persons involved and witnesses, as well as items of evidence.
