Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Umiujaq le 28 décembre 2017 au cours duquel un civil de 22 ans est décédé lors d'une intervention policière du Corps de police régional de Kativik (KRPF).
L’enquête démontre les faits suivants :
Un peu après 14 h le 28 décembre 2017, deux policiers du KRPF effectuent des recherches dans le village d’Umuijaq pour localiser David Sappa, un homme visé par des mandats d’arrestation. Ils localisent l’homme dans la maison d’une connaissance, l’informent de la situation et lui demandent de les suivre.
Suite au refus de l’homme, un policier se dirige vers le poste pour se procurer un mandat d’entrée. L’autre policier reste sur les lieux en surveillance. Vers 14 h 33, l’homme visé par le mandat sort de la résidence avec un couteau dans chaque main. Le policier signale la situation et est rejoint par deux autres policiers. L’homme entreprend une longue marche à travers la communauté pendant laquelle il menacera à plusieurs reprises les policiers qui le suivent et des civils sur place.
À plusieurs reprises, l’homme, toujours armé de ses couteaux, avance vers les policiers qui reculent pour garder une distance. Vers 16 h 18, l’homme fonce en courant vers les policiers qui ouvrent le feu. David Sappa est atteint et transporté au dispensaire où son décès sera constaté peu après.
Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales et au Bureau du coroner le 16 octobre 2018. C’est sur la base de ce rapport que le DPCP déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.
Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. Conséquemment, aucune autre information sur les faits ou sur l’enquête ne sera divulguée par le BEI.
Le Bureau des enquêtes indépendantes a pour mission de faire enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.
Independent investigation concerning the event that occurred in Umiujaq on December 28, 2017 : the BEI submits its investigation report to the Directeur des poursuites criminelles et pénales
The BEI has completed its independent investigation into the circumstances surrounding an event that occurred in Umiujaq on December 28, 2017, during which a 22-year-old civilian died during a police intervention by the Kativik Regional Police Force (KRPF).
The investigation found the following facts :
Shortly after 2:00 p.m. on December 28, 2017, two KRPF police officers are conducting searches in the village of Umiujaq to locate David Sappa, a man who has been issued arrest warrants. They locate the man in the home of an acquaintance, inform him of the situation, and ask him to accompany them.
Following the man’s refusal, one officer heads to the police station to obtain an entry warrant. The other police officer remains at the scene to keep watch. Around 2:33 p.m., the man named in the warrant exits the residence holding a knife in each hand. The police officer reports the situation and is joined by two other police officers. The man then begins a long walk through the community during which he repeatedly threatens the police officers who follow him, as well as civilians on site.
On several occasions, the man, still armed with the knives, moves toward the police officers, who back away to maintain distance. Around 4:18 p.m., the man runs toward the police officers, who then open fire. David Sappa is struck and transported to the medical clinic, where his death is pronounced shortly thereafter.
In accordance with the Police Act, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) and to the Bureau du Coroner on October 16, 2018. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved.
It should be noted that the report produced by the BEI is not public, as it contains sensitive and identifying information, statements from the persons involved and witnesses, as well as items of evidence. Consequently, no further information regarding the facts or the investigation will be disclosed by the BEI.
The mission of the Bureau des enquêtes indépendantes is to fully shed light on the facts surrounding police interventions. The BEI investigates all cases in which a person other than an on-duty police officer dies, suffers a serious injury, or is injured by a firearm discharged by a police officer during a police intervention or while in police custody.
