Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 16h00 le 25 avril 2018 et a terminé l’examen de la scène vers 23h50.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de huit témoins civils, incluant la personne blessée. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file BEI-2018-010.</p> <p class="text-justify"><strong>Summary of the incident</strong></p> <p class="text-justify">A minor civilian was seriously injured during a police intervention by the Kativik Regional Police Force on Wednesday, April&nbsp;25,&nbsp;2018. The factual sequence of events is outlined in the press release issued by the DPCP.</p> <p class="text-justify"><strong>Independent Investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 1:00&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;2:52&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;4:00&nbsp;a.m.</span></p></li></ul> <p class="text-justify">The BEI deployed six investigators who, with the assistance of a collision reconstruction expert from the Sûreté du Québec, were tasked with shedding light on this event. During the initial deployment, the team arrived at the scene at approximately 4:00&nbsp;p.m. on April&nbsp;25,&nbsp;2018, and completed the examination of the scene at approximately 11:50&nbsp;p.m.</p> <p class="text-justify">In this case, the BEI collected testimony from eight civilian witnesses, including the injured person. <p><i>English will follow</i></p> <p>Le Bureau des enquêtes indépendantes enquête sur les circonstances entourant un événement survenu lors d’une intervention du Corps de police régional de Kativik le 25 avril 2018.</p> <p>Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:</p> <p>- Lors d’une patrouille régulière, 2 policiers auraient aperçu un VTT circulant rapidement, sens contraire à eux<br />- Quelques instants plus tard, le VTT serait entré en collision avec la voiture patrouille<br />- Les 3 personnes d’âge mineur qui étaient à bord du VTT auraient été blessées, dont une plus sérieusement<br />- Cette dernière sera transportée vers un hôpital de Montréal<br />- La conductrice du VTT aurait été en état d’ébriété et un prélèvement sanguin aurait été effectué.</p> <p>L'enquête du BEI permettra notamment de déterminer si ces informations sont exactes.</p> <p>6 enquêteurs du BEI ont été chargés d'enquêter sur cet événement et l’heure d’arrivée reste à déterminer&nbsp;</p> <p>Conformément au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes, le BEI a fait appel à la Sûreté du Québec pour agir comme corps de police de soutien dans cette enquête.
