<p><i>English will follow</i></p> <p>Conformément à la Loi sur la police, le BEI a remis son rapport d’enquête sur l’événement survenu à Puvirnituq au Directeur des poursuites criminelles et pénales le 23 octobre 2018.&nbsp; À la suite de sa décision de ne pas porter d’accusation contre les policiers impliqués, le BEI ferme le dossier BEI-2017-044.</p> <p><strong>Résumé de l’événement</strong></p> <p>Une femme de 22 ans a été atteinte par balle lors d’une intervention policière du Corps de police régional Kativik le jeudi 19 octobre 2017.&nbsp;La trame factuelle de cet événement est relatée dans le communiqué du Directeur des poursuites criminelles et pénales.</p> <p><strong>L’enquête indépendante</strong></p> <p>Heure de l’événement&nbsp;: 03 h 45<br />Heure du signalement au BEI&nbsp;: 05 h 30<br />Déclenchement de l’enquête&nbsp;: 05 h 33</p> <p>Le BEI a déployé 6 enquêteurs qui, avec le support de 1 technicien en identité judiciaire de la Sûreté du Québec, avaient la tâche de faire la lumière sur cet événement. Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 11 h 30 le 20 octobre 2017, en raison des conditions climatiques et a terminé l’examen de la scène vers 14 h 20.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de 7 témoins civils, incluant la personne blessée. Il a également analysé les faits rapportés par le policier impliqué, les 2 policiers témoins et les 5 policiers autres directement liés à l’événement.&nbsp;</p> <p>Toutes les exigences relatives au délai pour rencontrer les policiers impliqués et les policiers témoins prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers témoins, du policier impliqué et du directeur du corps de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Le contenu de toutes les entrevues a été remis au DPCP.</p> <p>Le rapport d’enquête du BEI comprenait notamment:<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les comptes rendus des policiers impliqués et témoins exigés par le Règlement<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports du Corps de police régional Kativik concernant l’événement&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Le dossier de formation du policier impliqué&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les différents rapports d’expertise jugés nécessaires, notamment en balistique&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les informations personnelles pertinentes concernant la civile impliquée&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports d’étude de la scène&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports de contrôle et de suivi des pièces saisies<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les extraits pertinents des calepins de notes des enquêteurs du BEI<br /><br />De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec la civile impliquée et l’informer du déroulement ainsi que de la conclusion de celle-ci.</p> <p><i>Le Bureau des enquêtes indépendantes a pour mission de faire enquête dans tous les cas où une personne, autre qu’un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d’une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify"><strong>Independent investigation into the incident that occurred in Puvirnituq on October&nbsp;19,&nbsp;2017&nbsp;:&nbsp;Summary of the BEI investigation process</strong></p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its investigation report on the event that occurred in Puvirnituq to the Directeur des poursuites criminelles et pénales on October&nbsp;23,&nbsp;2018. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file BEI-2017-044.</p> <p class="text-justify"><strong>Summary of the Incident</strong></p> <p class="text-justify">A 22-year-old woman was shot during a police intervention by the Kativik Regional Police Force on Thursday, October&nbsp;19,&nbsp;2017. The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>The independent investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;:&nbsp;3:45&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;5:30&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;5:33&nbsp;a.m.</span></p></li></ul> <p class="text-justify">The BEI deployed six investigators who, with the assistance of a forensic identification technician from the Sûreté du Québec, were tasked with shedding light on this event. During the initial deployment, the team arrived at the scene at approximately 11:30&nbsp;a.m. on October&nbsp;20,&nbsp;2017, due to weather conditions, and completed the scene examination at around 2:20&nbsp;p.m.</p> <p class="text-justify">In this case, the BEI collected testimony from seven civilian witnesses, including the injured person. <p><i>English will follow</i></p> <p>Le BEI a complété son enquête indépendante sur les circonstances entourant un événement survenu à Puvirnituq le 19 octobre au cours duquel une civile de 22 ans a été atteinte par balle lors d'une intervention policière du Corps de police régional de kativik (KRPF).</p> <p>L’enquête démontre les faits suivants&nbsp;:</p> <p>Dans la nuit du 19 octobre 2017, vers 3 h 30, un appel est logé à la police de Puvirnituq concernant un coup de feu entendu et la présence dans la rue d’une femme tenant une arme longue.</p> <p>Deux policiers du KRPF se rendent sur place. Ils reconnaissent la femme qui refuse de laisser tomber son arme et tentent pendant une quinzaine de minutes de discuter avec elle. Un troisième policier arrive sur les lieux et interpelle également la dame qui réagit en pointant son arme à feu dans sa direction. Le policier fait feu et atteint la femme qui s’affaisse.</p> <p>Elle est transportée à l’hôpital pour traiter ses blessures.</p> <p>Conformément à la Loi sur la police, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales le 23 octobre 2018. C’est sur la base de ce rapport que le DPCP déterminera s’il y a lieu de porter des accusations contre les policiers impliqués.</p> <p>Rappelons que le rapport produit par le BEI n’est pas public puisqu’il contient des renseignements sensibles et nominatifs, des déclarations des personnes impliquées et des témoins de même que des éléments de preuve. Conséquemment, aucune autre information sur les faits ou sur l’enquête ne sera divulguée par le BEI.</p> <p>Le Bureau des enquêtes indépendantes a pour mission de faire enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.</p> <p class="text-justify"><strong>Independent investigation concerning the event that occurred in Puvirnituq on October&nbsp;19,&nbsp;2017&nbsp;:&nbsp;the BEI submits its investigation report to the Directeur des poursuites criminelles et pénales</strong></p> <p class="text-justify">The BEI has completed its independent investigation into the circumstances surrounding an incident that occurred in Puvirnituq on October 19, during which a 22-year-old civilian was shot during a police intervention by the Kativik Regional Police Force (KRPF).</p> <p class="text-justify">The investigation found the following facts&nbsp;:</p> <p class="text-justify">During the night of October&nbsp;19,&nbsp;2017, at approximately 3:30&nbsp;a.m., a call was placed to the Puvirnituq police regarding a gunshot heard and the presence of a woman in the street holding a long gun.</p> <p class="text-justify">Two KRPF police officers are going to the scene. They recognize the woman, who refuses to drop her weapon, and attempt for approximately fifteen minutes to speak with her. A third police officer arrives on the scene and also address the woman, who then reacts by pointing her firearm in his direction. The officer discharges his weapon, striking the woman, who collapses.</p> <p class="text-justify">She is transported to hospital to receive treatment for her injuries.</p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) on October&nbsp;23,&nbsp;2018. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved.</p> <p class="text-justify">It should be noted that the report produced by the BEI is not public, as it contains sensitive and identifying information, statements from the persons involved and witnesses, as well as items of evidence.
