The Bureau of Independent Investigations (BEI) arrested a former police officer from the Listuguj Police Service on December 2, 2025.

Cass Barnaby faces three charges of extortion, non-consensual publication of intimate images, and harassing communications. He appeared in court on Thursday, December 18, 2025, at the Carleton-sur-Mer courthouse.

The alleged offences took place in 2024 in the Listuguj Mi'gmaq community.

This arrest was made under a warrant for criminal allegations, which has led to more than 38 arrests of peace officers since the creation of the BEI. These arrests demonstrate the important work of BEI investigators in maintaining public confidence in Quebec's police institutions.

The BEI handles all criminal allegations against police officers in cases where the victim or complainant is a member of a First Nations or Inuit community. It also investigates all allegations of sexual offences committed by police officers on duty.

The public can contact the BEI directly to report a situation related to its criminal allegations through its website at www.bei.gouv.qc.ca/nous-joindre or by phone at 1-844-615-3118. au www.bei.gouv.qc.ca/nous-joindre au par téléphone au 1 844-615-3118.
