On September 9, 2025, at the Quaqtaq courthouse, Charlie Keelan was sentenced to 7 years in prison for sexual offences involving four victims that occurred between 2001 and 2006, during his time as a police officer in Quaqtaq, Nunavik.

On September 16, 2024, investigators from the Bureau des enquêtes indépendantes (BEI) arrested the former KRPF officer. He pleaded guilty to five charges, including sexual assault and sexual exploitation of a teenage person in a relationship of dependency or authority.

His arrest concluded an investigation entrusted to the BEI by the ministère de la Sécurité publique to examine allegations of criminal offences allegedly committed while he was a police officer at the time of the crimes.

The arrest and subsequent conviction of Charlie Keelan underscore the essential role of the BEI and the exemplary work of its investigators in the context of criminal allegations.

The BEI investigates any allegation of a sexual offence committed by an on-duty police officer and handles criminal allegations involving police officers in all cases where the victim or complainant is a member of a First Nation or Inuit community.

The BEI may also, at the request of the Minister, conduct any other investigation into allegations of a criminal offence committed by a police officer, special constable, and, in exceptional cases, may be tasked with investigating any other event involving a peace officer and related to their duties.
