Le BEI a complété son enquête sur les circonstances entourant l'intervention.</p> <p class="text-justify">Conformément à l’article 289.21 de la <i>Loi sur la police</i>, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales (DPCP) le 8 avril 2025. C'est sur la base de ce rapport que le DPCP déterminera s'il y a lieu de porter des accusations contre les policiers impliqués, en fonction de son appréciation des faits analysés à la lumière du droit applicable.</p> <p class="text-justify">Le rapport soumis au DPCP par le BEI contient l’ensemble des composantes de l’enquête. On y retrouve les déclarations des témoins et des personnes impliquées, ainsi que la preuve matérielle recueillie et les expertises s’y rattachant. Ces éléments sont sensibles étant donné leur nature et soulèvent des questions de protection des renseignements personnels. Ce rapport est privilégié. The BEI has completed its investigation into the circumstances surrounding the intervention.</p> <p class="text-justify">In accordance with section&nbsp;289.21 of the <i>Police Act</i>, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) on April&nbsp;8,&nbsp;2025. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved, based on its assessment of the facts analyzed in the light of applicable law.</p> <p class="text-justify">The report submitted to the DPCP by the BEI contains all components of the investigation. It includes the statements of witnesses and individuals involved, as well as the physical evidence collected and the related expert analyses. These elements are sensitive in nature and raise issues related to the protection of personal information. The report is privileged. <p><i>English will follow</i></p> <p>Le 1er juillet 2024 vers 13h05, le BEI a déclenché une enquête indépendante sur les circonstances d’une intervention impliquant le corps de police Peacekeepers de Kahnawake.</p> <p>Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:</p> <p>· Le 1 juillet 2024 vers 9h46, un appel aurait été reçu en lien avec un possible vol de véhicule;</p> <p>· Vers 9h53, un agent serait arrivé sur les lieux et il aurait discuté avec l’appelant;</p> <p>· Un agent aurait demandé au conducteur du véhicule concerné de se stationner afin qu’ils discutent, mais ce dernier du véhicule aurait pris la fuite;</p> <p>· Vers 9h59, l’agent serait monté à bord de son véhicule de patrouille puis il aurait allumé ses gyrophares dans le but d’intercepter le conducteur;</p> <p>· Vers 10h00, des agents aurait repéré le véhicule concerné qui s’était immobilisé;</p> <p>· Un agent aurait repéré le conducteur qui aurait débarqué de son automobile;</p> <p>· Il aurait ensuite maîtrisé physiquement l’individu afin de procéder à son arrestation;</p> <p>· L’individu aurait subi une blessure grave lors de son arrestation et il aurait été transporté dans un centre hospitalier;</p> <p>· L’état de santé de l’individu serait jugé stable.</p> <p>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Le BEI enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.</p> <p>Cinq enquêteurs du BEI ont été chargés d’enquêter les circonstances entourant l’intervention.</p> <p>Vu les circonstances de l’événement, les services de soutien d’un corps de police ont été requis, soit le Service de police de la ville de Montréal.</p> <p>Une enquête criminelle parallèle concernant les événements survenus a été confiée au Service de police de la ville de Montréal.</p> <p>Aucune autre information n'est disponible pour le moment.</p> <p>Le&nbsp;BEI&nbsp;demande à quiconque aurait été témoin de cet événement de communiquer avec lui via son site web au&nbsp;<a class="internal-link" href="https://www.bei.gouv.qc.ca/nous-joindre.html" title="Ce lien s&#039;ouvre dans une nouvelle fenêtre." target="_blank"><u>www.bei.gouv.qc.ca/nous joindre</u></a></p> <p class="text-justify"><strong>The BEI announces the launch of an investigation in Kahnawake on July&nbsp;1,&nbsp;2024</strong></p> <p class="text-justify">On July&nbsp;1,&nbsp;2024, at approximately&nbsp;1:05 p.m., the BEI launched an independent investigation into the circumstances of an intervention involving the Kahnawake Peacekeepers.</p> <p class="text-justify">Preliminary information provided to the BEI suggests the following&nbsp;:</p> <ul><li><p class="text-justify"><span>On July&nbsp;1,&nbsp;2024, at around 9:46&nbsp;a.m., a call was reportedly received regarding a possible vehicle theft;</span></p></li><li><p class="text-justify"><span>At approximately 9:53&nbsp;a.m., a police officer would have arrived on the scene and reportedly spoke with the caller;</span></p></li><li><p class="text-justify"><span>A police officer reportedly asked the driver of the vehicle in question to pull over so they could talk, but the driver would have fled;</span></p></li><li><p class="text-justify"><span>Around 9:59&nbsp;a.m., the police officer would have gotten into his patrol vehicle and activated his emergency lights with the intention of intercepting the driver;</span></p></li><li><p class="text-justify"><span>At about 10:00&nbsp;a.m., police officers reportedly located the vehicle, which had come to a stop;</span></p></li><li><p class="text-justify"><span>A police officer would have spotted the driver, who reportedly exited the vehicle;</span></p></li><li><p class="text-justify"><span>He then would have physically subdued the individual in order to proceed with the arrest;</span></p></li><li><p class="text-justify"><span>The individual reportedly sustained a serious injury during the arrest and would have been transported to a hospital;</span></p></li><li><p class="text-justify"><span>The individual’s condition is reported to be stable.</span></p></li></ul> <p class="text-justify">The mission of the Bureau des enquêtes indépendantes is to fully shed light on the facts surrounding police interventions.
