<p><i>English will follow</i></p> <p>Conformément à la Loi sur la police, le BEI a remis son rapport d’enquête sur l’événement survenu à Puvirnituq au Directeur des poursuites criminelles et pénales le 23 octobre 2018.&nbsp; À la suite de sa décision de ne pas porter d’accusation contre les policiers impliqués, le BEI ferme le dossier BEI-2017-044.</p> <p><strong>Résumé de l’événement</strong></p> <p>Une femme de 22 ans a été atteinte par balle lors d’une intervention policière du Corps de police régional Kativik le jeudi 19 octobre 2017.&nbsp;La trame factuelle de cet événement est relatée dans le communiqué du Directeur des poursuites criminelles et pénales.</p> <p><strong>L’enquête indépendante</strong></p> <p>Heure de l’événement&nbsp;: 03 h 45<br />Heure du signalement au BEI&nbsp;: 05 h 30<br />Déclenchement de l’enquête&nbsp;: 05 h 33</p> <p>Le BEI a déployé 6 enquêteurs qui, avec le support de 1 technicien en identité judiciaire de la Sûreté du Québec, avaient la tâche de faire la lumière sur cet événement. Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 11 h 30 le 20 octobre 2017, en raison des conditions climatiques et a terminé l’examen de la scène vers 14 h 20.</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de 7 témoins civils, incluant la personne blessée. Il a également analysé les faits rapportés par le policier impliqué, les 2 policiers témoins et les 5 policiers autres directement liés à l’événement.&nbsp;</p> <p>Toutes les exigences relatives au délai pour rencontrer les policiers impliqués et les policiers témoins prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers témoins, du policier impliqué et du directeur du corps de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Le contenu de toutes les entrevues a été remis au DPCP.</p> <p>Le rapport d’enquête du BEI comprenait notamment:<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les comptes rendus des policiers impliqués et témoins exigés par le Règlement<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports du Corps de police régional Kativik concernant l’événement&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Le dossier de formation du policier impliqué&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les différents rapports d’expertise jugés nécessaires, notamment en balistique&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les informations personnelles pertinentes concernant la civile impliquée&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports d’étude de la scène&nbsp;<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports de contrôle et de suivi des pièces saisies<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les extraits pertinents des calepins de notes des enquêteurs du BEI<br /><br />De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec la civile impliquée et l’informer du déroulement ainsi que de la conclusion de celle-ci.</p> <p><i>Le Bureau des enquêtes indépendantes a pour mission de faire enquête dans tous les cas où une personne, autre qu’un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d’une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify"><strong>Independent investigation into the incident that occurred in Puvirnituq on October&nbsp;19,&nbsp;2017&nbsp;:&nbsp;Summary of the BEI investigation process</strong></p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its investigation report on the event that occurred in Puvirnituq to the Directeur des poursuites criminelles et pénales on October&nbsp;23,&nbsp;2018. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing file BEI-2017-044.</p> <p class="text-justify"><strong>Summary of the Incident</strong></p> <p class="text-justify">A 22-year-old woman was shot during a police intervention by the Kativik Regional Police Force on Thursday, October&nbsp;19,&nbsp;2017. The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>The independent investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;:&nbsp;3:45&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;5:30&nbsp;a.m.</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;5:33&nbsp;a.m.</span></p></li></ul> <p class="text-justify">The BEI deployed six investigators who, with the assistance of a forensic identification technician from the Sûreté du Québec, were tasked with shedding light on this event. During the initial deployment, the team arrived at the scene at approximately 11:30&nbsp;a.m. on October&nbsp;20,&nbsp;2017, due to weather conditions, and completed the scene examination at around 2:20&nbsp;p.m.</p> <p class="text-justify">In this case, the BEI collected testimony from seven civilian witnesses, including the injured person. <p><i>English will follow</i></p> <p>Le Bureau des enquêtes indépendantes enquête sur un événement survenu à Puvirnituq le 19 octobre 2017 alors qu’une femme de 22 ans aurait été atteinte par balle lors d'une intervention policière du Corps de police régional de Kativik.</p> <p>Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:</p> <p>- Vers 3h30 ce matin, un appel aurait été logé au 911 concernant des coups de feu qui auraient été entendus près d’une résidence<br />- Deux policiers se seraient rendus sur les lieux et auraient constaté la présence d’une femme armée d’une arme longue<br />- Cette dernière leur aurait mentionné qu’elle venait de tuer une personne et leur aurait demandé de faire feu sur elle<br />- Les policiers se seraient alors repliés afin d’éviter une confrontation<br />- Un troisième policier serait alors arrivé sur les lieux et aurait pris position près de la résidence<br />- Celle-ci l’aurait rapidement confronté et menacé avec son arme<br />- Le policier aurait alors utilisé son arme contre elle, l’atteignant à l’abdomen<br />- Son état de santé est présentement instable<br />- Par ailleurs, après vérification par les policiers, aucune autre personne atteinte par balle n’aurait été trouvée sur les lieux</p> <p>L'enquête du BEI permettra notamment de déterminer si ces informations sont exactes.</p> <p>6 enquêteurs du BEI ont été chargés d'enquêter sur cet événement.&nbsp; Compte tenu des conditions climatiques dans le Nord du Québec, l’heure d’arrivée sera confirmée ultérieurement.</p> <p>Conformément au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes, le BEI a fait appel à la Sûreté du Québec&nbsp; pour agir comme corps de police de soutien dans cette enquête. Given the weather conditions in Northern Quebec, the arrival time will be confirmed later.</p> <p class="text-justify">In accordance with the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, the BEI has called upon the Sûreté du Québec to act as the supporting police service for this investigation.
