Le BEI a complété son enquête sur les circonstances entourant l'intervention.&nbsp;</p> <p class="text-justify">Conformément à l’article 289.3.1 de la <i>Loi sur la police</i>, le BEI a transmis son rapport au Directeur des poursuites criminelles et pénales (DPCP) le 19 septembre 2025. C'est sur la base de ce rapport que le DPCP déterminera s'il y a lieu de porter des accusations contre les policiers impliqués, en fonction de son appréciation des faits analysés à la lumière du droit applicable.</p> <p class="text-justify">Le rapport soumis au DPCP par le BEI contient l’ensemble des composantes de l’enquête. On y retrouve les déclarations des témoins et des personnes impliquées, ainsi que la preuve matérielle recueillie et les expertises s’y rattachant. Ces éléments sont sensibles étant donné leur nature et soulèvent des questions de protection des renseignements personnels. Ce rapport est privilégié. The BEI has completed its investigation of the circumstances surrounding the intervention.</p> <p class="text-justify">In accordance with section&nbsp;289.3.1 of the Police Act, the BEI submitted its report to the Directeur des poursuites criminelles et pénales (DPCP) on September&nbsp;19, 2025. It is based on this report that the DPCP will determine whether charges should be laid against the police officers involved, based on its assessment of the facts analyzed in the light of applicable law.</p> <p class="text-justify">The report submitted to the DPCP by the BEI contains all components of the investigation. It includes the statements of witnesses and individuals involved, as well as the physical evidence collected and the related expert analyses. These elements are sensitive in nature and raise issues related to the protection of personal information. The report is privileged. <p class="text-justify"><i>English will follow</i></p> <p class="text-justify">Le 17 juin 2025 vers 15h00, le BEI a déclenché une enquête indépendante sur les circonstances d’une intervention impliquant le&nbsp;Nunavik Police Service.</p> <p class="text-justify">Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:&nbsp;</p> <ul><li><p class="text-justify"><span>Le 7 octobre 2024 vers 11 h 58, un appel 911 aurait été fait pour une bagarre en cours dans une résidence ;</span></p></li><li><p class="text-justify"><span>Un policier serait arrivé sur les lieux vers 11 h 59 ;</span></p></li><li><p class="text-justify"><span>Un second policier serait arrivé et ils auraient escorté les occupants de la résidence à l’extérieur ;&nbsp;</span></p></li><li><p class="text-justify"><span>Vers 12 h 15, les policiers auraient procédé à l’arrestation d’une personne en lien avec la bagarre ;&nbsp;</span></p></li><li><p class="text-justify"><span>Lors de l’arrestation, une tierce personne se serait interposée et une altercation aurait eu lieu entre les policiers et la tierce personne ;</span></p></li><li><p class="text-justify"><span>La tierce personne aurait subi des blessures graves ;&nbsp;</span></p></li><li><p class="text-justify"><span>Le BEI n’a pas été avisée par le corps de police impliqué de l’évènement du 7 octobre 2024.&nbsp;</span></p></li><li><p class="text-justify"><span>Le BEI a été informée pour la première fois de l’événement le 9 juin 2025. Par la suite, il a effectué des démarches de validations pour évaluer l’applicabilité de l’article 289.1 de la Loi sur la police. Après les démarches de validation, le BEI a déclenché l’enquête le 17 juin 2025.&nbsp;</span></p></li></ul> <p class="text-justify"><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Le BEI enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify">Cinq enquêteurs du BEI ont été chargés d’enquêter les circonstances entourant l’intervention.&nbsp;</p> <p class="text-justify">Vu les circonstances de l’événement, les services de soutien d’un corps de police n’ont pas été requis dans ce dossier.</p> <p class="text-justify">Aucune autre information n'est disponible pour le moment.</p> <p class="text-justify">Le&nbsp;BEI&nbsp;demande à quiconque aurait été témoin de cet événement de communiquer avec lui via son site web au&nbsp;<a href="https://www.bei.gouv.qc.ca/nous-joindre.html" target="_blank">www.bei.gouv.qc.ca/nous joindre</a></p> <p class="text-justify"><strong>The BEI announces the launch of an investigation in Kangiqsujuaq on June 17, 2025</strong></p> <p class="text-justify">On June&nbsp;17, 2025, at around 3:00&nbsp;p.m., the BEI launched an independent investigation into the circumstances surrounding an intervention involving the Nunavik Police Service.</p> <p class="text-justify">Preliminary information provided to the BEI suggests the following&nbsp;:</p> <ul><li><p class="text-justify"><span>On October&nbsp;7, 2024, at around 11:58&nbsp;a.m., a 911 call was reportedly made regarding a fight in progress at a residence;</span></p></li><li><p class="text-justify"><span>A police officer allegedly arrived at the scene around 11:59&nbsp;a.m.;</span></p></li><li><p class="text-justify"><span>A second police officer would have arrived and they would have escorted the occupants of the residence outside;</span></p></li><li><p class="text-justify"><span>At around 12:15&nbsp;p.m., the police officers reportedly arrested an individual in connection with the fight;</span></p></li><li><p class="text-justify"><span>During the arrest, a third person allegedly intervened, and an altercation occurred between that person and the police officers;</span></p></li><li><p class="text-justify"><span>The third person reportedly sustained serious injuries;</span></p></li><li><p class="text-justify"><span>The BEI was not notified by the police service involved about the October&nbsp;7, 2024, incident;</span></p></li><li><p class="text-justify"><span>The BEI was first informed of the event on June&nbsp;9, 2025. Following this notification, the BEI carried out verification steps to assess the applicability of section&nbsp;289.1 of the Police Act.
