À la suite de la décision du DPCP de ne pas porter d’accusation contre les policiers impliqués, et en l’absence de faits nouveaux, le BEI clôt le dossier BEI-240725-001.</p> <p class="text-justify"><strong>Résumé de l’événement</strong></p> <p class="text-justify">Le 19 juillet 2024, une personne est décédée lors d'une intervention impliquant le Eeyou Eenou Police Force (EEPF). Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 16 h 45, le 26 juillet 2024.</p> <p class="text-justify">Dans ce dossier, le BEI a recueilli le témoignage de 13 témoins civils. Il a aussi analysé les faits rapportés par les policiers en relation avec l'intervention.</p> <p class="text-justify">Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers impliqués et du directeur du Service de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Le dossier d’enquête comportant les éléments de ce dernier a été remis au DPCP pour analyse et décision. Le dossier comprend les composantes suivantes :</p> <ul><li><span>Les comptes rendus d’un policier du EEPF exigés par le Règlement ;</span></li><li><span>Les documents du service de police impliqué concernant l’événement tels que le rapport d’événement et la carte d’appel du EEPF ;</span></li><li><span>Les enregistrements des appels 911 et des ondes radio du EEPF ;</span></li><li><span>Les différents rapports d’expertises, notamment du service de toxicologie, de chimie et de pathologie du LSJML ;</span></li><li><span>Le rapport des techniciens en identité judiciaire de la Sûreté du Québec, corps de police de soutien, qui a effectué la scène et les notes de l’enquêteur de scène du BEI ;</span></li><li><span>Toutes les notes des enquêteurs du BEI concernant le dossier.</span></li></ul> <p class="text-justify">De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec la famille du civil impliqué et l’informer de son déroulement et de sa conclusion.</p> <p class="text-justify"><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Le BEI enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify"><strong>Independent investigation into the incident that occurred in Whapmagoostui on July&nbsp;19,&nbsp;2024&nbsp;:&nbsp;Summary of the BEI investigation process</strong></p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its investigation report on the incident that occurred in Whapmagoostui to the Directeur des poursuites criminelles et pénales on February&nbsp;11,&nbsp;2025. Following the DPCP’s decision not to lay charges against the police officers involved, and in the absence of any new information, the BEI is closing file BEI-240725-001.</p> <p class="text-justify"><strong>Summary of the incident</strong></p> <p class="text-justify">On July&nbsp;19,&nbsp;2024, a person died during an intervention involving the Eeyou Eenou Police Force (EEPF). The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>Independent investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 5:54&nbsp;p.m., July&nbsp;19,&nbsp;2024</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;2:44&nbsp;p.m., July&nbsp;25,&nbsp;2024 (following review at the hospital center)</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;4:20&nbsp;p.m., July&nbsp;25,&nbsp;2024</span></p></li></ul> <p class="text-justify">The BEI deployed five investigators tasked with shedding light on this event. During the initial deployment, the team arrived on site around 4:45&nbsp;p.m., July&nbsp;26,&nbsp;2024.</p> <p class="text-justify">In this case, the BEI collected testimony from 13&nbsp;civilian witnesses. It also analyzed the facts reported by the police officers in relation to the intervention.</p> <p class="text-justify">The information gathered during the investigation indicates that the obligations of the police officers involved, as well as those of the Chief of Police, as set out in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were duly respected.</p> <p class="text-justify">The investigation file, containing all elements of the case, was submitted to the DPCP for analysis and decision. The file includes the following components&nbsp;:</p> <ul><li><p class="text-justify"><span>Reports from an EEPF police officer required by the Regulation;</span></p></li><li><p class="text-justify"><span>Documents from the police service involved regarding the incident, including the incident report and call log from the EEPF;</span></p></li><li><p class="text-justify"><span>Recordings of 911 calls and EEPF radio communications;</span></p></li><li><p class="text-justify"><span>Various expert reports, including toxicology, chemistry, and pathology reports from the LSJML;</span></p></li><li><p class="text-justify"><span>Reports from the forensic identification technicians of the Sûreté du Québec, the supporting police force, who examined the scene, along with the BEI scene investigator’s notes;</span></p></li><li><p class="text-justify"><span>All notes taken by BEI investigators regarding the file.</span></p></li></ul> <p class="text-justify">In addition, the BEI appointed an investigator to serve as liaison with the civilians involved throughout the process, ensuring they were kept informed of the progress and outcome of the investigation.</p> <p class="text-justify"><i>The mission of the Bureau des enquêtes indépendantes is to fully shed light on the facts surrounding police interventions. The BEI investigates all cases in which a person other than an on-duty police officer dies, suffers a serious injury, or is injured by a firearm discharged by a police officer during a police intervention or while in police custody.</i></p>

<p><i>English will follow</i></p> <p>Le 25 juillet 2024 vers 16 h 20, le BEI a déclenché une enquête indépendante sur les circonstances d’une intervention impliquant le Eeyou Eenou Police Force (EEPF).</p> <p>Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:</p> <p>• Le 19 juillet un appel au 911 aurait été fait pour une personne tenant des propos suicidaires qui aurait été armée ;</p> <p>• Vers 17 h 45, un policier se serait présenté au domicile et aurait discuté avec la personne et les membres de sa famille ;</p> <p>• Le policier aurait effectué des démarches et serait reparti ;</p> <p>• Vers 19 h 15, la personne aurait été transportée à la clinique médicale du village par les premiers répondants où son décès a été constaté.</p> <p><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière.
