À la suite de la décision du DPCP de ne pas porter d’accusation contre les policiers impliqués, et en l’absence de faits nouveaux, le BEI clôt le dossier BEI-240224-001.</p> <p class="text-justify"><strong>Résumé de l’événement</strong></p> <p class="text-justify">Le 24 février 2024, une personne est décédée lors d'une intervention impliquant la Sûreté du Québec (SQ). Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 19 h, le 24 février 2024.</p> <p class="text-justify">Dans ce dossier, le BEI a recueilli le témoignage de six témoins civils. Il a aussi analysé les faits rapportés par les policiers en relation avec l'intervention.</p> <p class="text-justify">Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers impliqués et du directeur du Service de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Le dossier d’enquête comportant les éléments de ce dernier a été remis au DPCP pour analyse et décision. Le dossier comprend les composantes suivantes :</p> <ul><li><span>Le compte rendu d’un policier témoin de la SQ exigé par le Règlement ;</span></li><li><span>Les documents de la SQ tels que les rapports d’événements et le rapport d’accident</span></li><li><span>Les documents du </span><i><span>Naskapi Police Force</span></i><span> tels que l’</span><i><span>Occurrence Report</span></i><span> et le </span><i><span>Photo Report</span></i><span> ;</span></li><li><span>Les cartes d’appel de la SQ ;</span></li><li><span>Les différents rapports d’expertises, notamment du service de toxicologie et de pathologie du LSJML ;</span></li><li><span>Le rapport d’analyse du reconstitutionniste en collision du Service de police de la ville de Québec, corps de police de soutien, et le rapport d’inspection mécanique;</span></li><li><span>Les rapports d’étude de la scène effectuée par l’enquêteur de scène du BEI ;</span></li><li><span>Toutes les notes des enquêteurs du BEI concernant le dossier.</span></li></ul> <p class="text-justify">De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec la famille du civil impliqué et l’informer de son déroulement et de sa conclusion.</p> <p class="text-justify"><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière. Le BEI enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify"><strong>Independent investigation into the incident that occurred in Schefferville on February&nbsp;24,&nbsp;2024:&nbsp;Summary of the BEI investigation process</strong></p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its investigation report on the incident that occurred in Schefferville to the Directeur des poursuites criminelles et pénales on January&nbsp;17,&nbsp;2025. Following the DPCP’s decision not to lay charges against the police officers involved, and in the absence of any new information, the BEI is closing file BEI-240224-001.</p> <p class="text-justify"><strong>Summary of the Incident</strong></p> <p class="text-justify">On February&nbsp;24,&nbsp;2024, a person died during an intervention involving the Sûreté du Québec (SQ). The factual sequence of events is outlined in&nbsp;<a href="https://www.quebec.ca/nouvelles/actualites/details/enquete-independante-sur-levenement-survenu-a-kawawachikamach-le-24-fevrier-2024-le-dpcp-ne-portera-pas-daccusation-63344">the press release issued by the Directeur des poursuites criminelles et pénales</a>.</p> <p class="text-justify"><strong>Independent Investigation</strong></p> <ul><li><p class="text-justify"><span>Time of the event&nbsp;: 1:30&nbsp;a.m., February&nbsp;24,&nbsp;2024</span></p></li><li><p class="text-justify"><span>Time of reporting to the BEI&nbsp;:&nbsp;2:15&nbsp;a.m., February&nbsp;24,&nbsp;2024</span></p></li><li><p class="text-justify"><span>Time the investigation was launched&nbsp;:&nbsp;3:19&nbsp;a.m., February&nbsp;24,&nbsp;2024</span></p></li></ul> <p class="text-justify">The BEI deployed five investigators tasked with shedding light on this event. During the initial deployment, the team arrived on site around 7:00&nbsp;p.m. on February&nbsp;24,&nbsp;2024.</p> <p class="text-justify">In this case, the BEI collected testimony from six&nbsp;civilian witnesses. It also analyzed the facts reported by the police officers in relation to the intervention.</p> <p class="text-justify">The information gathered during the investigation indicates that the obligations of the police officers involved, as well as those of the Chief of Police, as set out in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were duly respected.</p> <p class="text-justify">The investigation file, containing all elements of the case, was submitted to the DPCP for review and decision. The file includes the following components&nbsp;:</p> <ul><li><p class="text-justify"><span>Report from SQ witness police officer, required by the Regulation;</span></p></li><li><p class="text-justify"><span>SQ documents, such as events reports and the accident report;</span></p></li><li><p class="text-justify"><span>Documents from the </span><i><span>Naskapi Police Force</span></i><span>, including the </span><i><span>Occurrence Report</span></i><span> and </span><i><span>Photo Report</span></i><span>;</span></p></li><li><p class="text-justify"><span>SQ call logs;</span></p></li><li><p class="text-justify"><span>Various expert reports, including those from the toxicology and pathology services of the LSJML;</span></p></li><li><p class="text-justify"><span>The collision reconstruction analysis report from the Service de police de la Ville de Québec—acting as the supporting police force—and the mechanical inspection report;</span></p></li><li><p class="text-justify"><span>Scene analysis reports prepared by the BEI’s forensic investigator;</span></p></li><li><p class="text-justify"><span>All notes taken by BEI investigators regarding the case.</span></p></li></ul> <p class="text-justify">In addition, the BEI appointed an investigator to serve as liaison with the family of the civilian involved throughout the process, ensuring they were kept informed of the progress and outcome of the investigation.</p> <p class="text-justify"><i>The mission of the Bureau des enquêtes indépendantes (BEI) is to shed complete light on the facts surrounding the police intervention. The BEI investigates all cases where a person, other than a police officer on duty, dies, suffers serious injury or is injured by a firearm used by a police officer during a police intervention or while in custody of a body police.</i></p>

<p><i>English will follow</i></p> <p>Le 24 février vers 3 h 19, le BEI a déclenché une enquête indépendante sur les circonstances d’une intervention impliquant la Sûreté du Québec.</p> <p>Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:</p> <p>• Le 24 février vers 1 h 30, un duo de policier de la Sûreté du Québec aurait circulé dans une autopatrouille en direction de Schefferville ;</p> <p>• Une personne se serait retrouvée devant l’autopatrouille des policiers et aurait été heurtée par cette dernière ;</p> <p>• La personne aurait subi des blessures graves et elle aurait été transportée au CLSC où son décès a été constaté.</p> <p><i>Le Bureau des enquêtes indépendantes a pour mission de faire la lumière complète sur les faits entourant l’intervention policière.
