<p><i>English will follow</i></p> <p>Conformément à la Loi sur la police, le BEI a remis son rapport d’enquête sur l’événement survenu à Inukjuak au Directeur des poursuites criminelles et pénales le 15 novembre 2018.&nbsp; À la suite de sa décision de ne pas porter d’accusation contre les policiers impliqués, le BEI ferme le dossier.</p> <p><strong>Résumé de l’événement</strong></p> <p>Un homme de 24 ans a été atteint par balle lors d'une intervention policière du Corps de police régional Kativik le mercredi 14 juin 2017.&nbsp;La trame factuelle de cet événement est relatée dans le communiqué du Directeur des poursuites criminelles et pénales.</p> <p><strong>L’enquête indépendante</strong></p> <p>Heure de l’événement&nbsp;: 12 h 32<br />Heure du signalement au BEI&nbsp;: 13 h 22<br />Déclenchement de l’enquête&nbsp;: 13 h 24</p> <p>Le BEI a déployé 8 enquêteurs qui, avec le support d’un technicien en identité judiciaire de la Sûreté du Québec, avaient la tâche de faire la lumière sur cet événement. Lors du déploiement initial, l’équipe est arrivée sur les lieux vers 00 h 05 &nbsp;le 15 juin et a terminé l’examen de la scène vers 09 h 35 le 15 juin. &nbsp;</p> <p>Dans ce dossier, le BEI a recueilli le témoignage de 11 témoins civils, incluant la personne blessée. Il a également analysé les faits rapportés par le policier impliqué et les 2 policiers autres directement liés à l’événement.&nbsp;</p> <p>Toutes les exigences relatives au délai pour rencontrer le policier impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées. Dans ce dossier, il n’y avait aucun policier témoin au sens du Règlement.</p> <p>Les informations obtenues pendant l’enquête permettent de conclure que les obligations des policiers impliqués et du directeur du corps de police impliqué prévues au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes ont été respectées.</p> <p>Le contenu de toutes les entrevues a été remis au DPCP.</p> <p>Le rapport d’enquête du BEI comprenait notamment:<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les comptes rendus du policier impliqué exigés par le Règlement<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports du Corps de police régional Kativik concernant l’événement<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les différents rapports d’expertise jugés nécessaires, notamment en balistique<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les informations personnelles pertinentes concernant le civil impliqué<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports d’étude de la scène<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Les rapports de contrôle et de suivi des pièces saisies<br />-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Toutes les notes des enquêteurs du BEI concernant le dossier<br /><br />De plus, le BEI avait désigné un enquêteur pour assurer, tout au long de l’enquête, la liaison avec le civil impliqué et l’informer de son déroulement et de sa conclusion.</p> <p><i>Le Bureau des enquêtes indépendantes a pour mission de faire enquête dans tous les cas où une personne, autre qu'un policier en service, décède, subit une blessure grave ou est blessée par une arme à feu utilisée par un policier lors d'une intervention policière ou durant sa détention par un corps de police.</i></p> <p class="text-justify"><strong>Independent investigation into the event that occurred in Inukjuak on June&nbsp;14,&nbsp;2017&nbsp;:&nbsp;Summary of the BEI investigation process</strong></p> <p class="text-justify">In accordance with the <i>Police Act</i>, the BEI submitted its investigation report on the event that occurred in Inukjuak to the Directeur des poursuites criminelles et pénales on November&nbsp;15,&nbsp;2018. Following the DPCP’s decision not to lay charges against the police officers involved, the BEI is closing the file.</p> <p class="text-justify"><strong>Summary of the incident</strong></p> <p class="text-justify">A 24-year-old man was shot during a police intervention by the Kativik Regional Police Force on Wednesday, June&nbsp;14,&nbsp;2017. The factual sequence of events is outlined in the press release issued by the Directeur des poursuites criminelles et pénales.</p> <p class="text-justify"><strong>Independent Investigation</strong></p> <ul><li><p class="text-justify"><span><strong>Time of event&nbsp;:</strong> 12:32&nbsp;p.m.</span></p></li><li><p class="text-justify"><span><strong>Time of reporting to the BEI&nbsp;:</strong> 1:22&nbsp;p.m.</span></p></li><li><p class="text-justify"><span><strong>Time the investigation was launched&nbsp;:</strong> 1:24&nbsp;p.m.</span></p></li></ul> <p class="text-justify">The BEI deployed eight investigators who, with the assistance of a forensic identification technician from the Sûreté du Québec, were tasked with shedding light on this event. During the initial deployment, the team arrived on site at approximately 12:05&nbsp;a.m. on June&nbsp;15 and completed the scene examination at approximately 9:35&nbsp;a.m. on June&nbsp;15.</p> <p class="text-justify">In this case, the BEI collected testimony from 11&nbsp;civilian witnesses, including the injured person. It also analyzed the facts reported by the police officer involved and the two other police officers directly connected to the event.</p> <p class="text-justify">All requirements regarding the timeframe for meeting with the involved police officer, as set out in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were met.</p> <p class="text-justify">In this case, there were no witness police officers within the meaning of the Regulation.</p> <p class="text-justify">The information obtained during the investigation indicates that the obligations of the involved police officers and of the director of the police force involved, as defined in the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, were respected.</p> <p class="text-justify">The content of all interviews was submitted to the DPCP.</p> <p class="text-justify">The BEI’s investigation report included, among other things&nbsp;:</p> <ul><li><p class="text-justify"><span>The statements from the involved police officers, as required by the Regulation</span></p></li><li><p class="text-justify"><span>Reports from the Kativik Regional Police Force regarding the event</span></p></li><li><p class="text-justify"><span>Various expert reports deemed necessary, including ballistics reports</span></p></li><li><p class="text-justify"><span>Relevant personal information concerning the civilian involved</span></p></li><li><p class="text-justify">Scene examination reports</p></li><li><p class="text-justify"><span>Reports on the control and tracking of seized evidence</span></p></li><li><p class="text-justify"><span>All notes taken by BEI investigators regarding the case</span></p></li></ul> <p class="text-justify">In addition, the BEI appointed an investigator to serve as liaison with the civilian involved throughout the process, ensuring they were kept informed of the progress and outcome of the investigation.</p> <p class="text-justify">The mission of the Bureau des enquêtes indépendantes is to investigate all cases in which a person, other than an on-duty police officer, dies, sustains a serious injury, or is injured by a firearm used by a police officer during a police intervention or while in police custody.</p>

<p><i>English will follow</i></p> <p>Le Bureau des enquêtes indépendantes enquête sur les circonstances entourant un événement survenu à Inukjuak. Un homme de 24 ans aurait été atteint par balle lors d’une intervention du Corps de police régional de Kativik le mercredi 14 juin.</p> <p>Les renseignements préliminaires communiqués au BEI suggèrent ce qui suit&nbsp;:<br /><br />- Vers 12h30, deux appels auraient été logés au Corps de police régional de Kativik concernant un homme qui aurait été agressif envers sa famille<br />- Un appel supplémentaire aurait fait mention que le même homme menaçait maintenant des passants avec des roches<br />- Un policier serait arrivé sur les lieux dans les minutes suivantes<br />- L’homme serait sorti d’un cabanon en pointant un couteau en direction de sa gorge<br />- Le policier aurait demandé à plusieurs reprises à l’homme de laisser tomber son couteau<br />- L’homme aurait refusé de lâcher son arme, aurait ramassé une roche et se serait dirigé vers le policier en pointant son couteau vers ce dernier<br />- Le policier aurait tiré en direction de l’homme qui aurait été atteint<br />- On craindrait pour la vie de l’homme au moment d’écrire ces lignes.</p> <p>L’enquête du BEI permettra notamment de déterminer si ces informations sont exactes.</p> <p>8 enquêteurs du BEI ont été chargés d’enquêter sur cet événement et l’heure d’arrivée prévue (HAP) reste à déterminer. Les démarches pour organiser le transport vers le Nord-du-Québec sont en cours.</p> <p>Conformément au Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes, le BEI a fait appel à la Sûreté du Québec agir comme corps de police de soutien dans cette enquête. A 24-year-old man was reportedly shot during an intervention by the Kativik Regional Police Force on Wednesday, June&nbsp;14.</p> <p class="text-justify">Preliminary information provided to the BEI suggests the following&nbsp;:</p> <ul><li><p class="text-justify"><span>At around 12:30&nbsp;p.m., two calls were reportedly made to the Kativik Regional Police Force regarding a man who was allegedly behaving aggressively toward his family</span></p></li><li><p class="text-justify"><span>An additional call reportedly indicated that the same man was now threatening passersby with rocks</span></p></li><li><p class="text-justify"><span>A police officer reportedly arrived on the scene minutes later</span></p></li><li><p class="text-justify"><span>The man allegedly came out of a shed while pointing a knife towards his throat</span></p></li><li><p class="text-justify"><span>The police officer reportedly repeatedly ordered the man to drop his knife</span></p></li><li><p class="text-justify"><span>The man allegedly refused to drop his weapon, picked up a rock, and moved toward the police officer while pointing his knife at him</span></p></li><li><p class="text-justify"><span>The police officer reportedly fired in the man’s direction, striking him</span></p></li><li><p class="text-justify"><span>At the time of writing, there were concerns for the man’s life</span></p></li></ul> <p class="text-justify">The BEI investigation will determine, among other things, whether these details are accurate.</p> <p class="text-justify">Eight BEI investigators have been assigned to investigate this event, and the estimated time of arrival (ETA) has yet to be determined. Arrangements to organize transportation to Northern Quebec are currently underway.</p> <p class="text-justify">In accordance with the <i>Règlement sur le déroulement des enquêtes du Bureau des enquêtes indépendantes</i>, the BEI has called upon the Sûreté du Québec (SQ) to act as the supporting police force for this investigation.
